How compression works here
Compression re-encodes the image with a lossy codec. Lowering quality discards detail the eye is least likely to notice — fine texture and subtle colour gradients — which is why a photo can drop 80% in size and still look identical at normal viewing size.
When you set a target file size, ImageDoctor binary-searches the quality setting to find the highest quality that still fits. If quality alone can't get there, it reduces the pixel dimensions, because file size scales roughly with pixel count.
PNG has no quality dial. To make a PNG smaller you either reduce its dimensions or convert it to WebP, which usually halves the size of a screenshot with no visible change.
